Nearly as many had died on the road to Changchun Road. Yet he had called it a minor matter. A delayed report could perhaps be explained as an attempt to put things in order before reporting upward. People often tried to solve a problem first and report it afterward. But a report that differed from the truth meant something else. It meant that the man's heart had begun to turn elsewhere. 'Your Majesty cannot spend all your days hunting.'

'It grieves me beyond measure to see what has become of our Great Liao.' Those uncomfortable words now returned with an entirely different meaning. There was something behind this.
