The circular hall arranged itself around them, six marked positions below and several hidden authorities above, so that each survivor could be spoken about by people they could not see, compared through measurements they had not chosen, and assigned a future by departments whose disagreements created the appearance of protection even when every proposed solution began with custody.
Each position was close enough for the survivors to see one another and far enough for the screens to isolate them, turning Rook into lawful integration, Mira into public hope, Kade into clinical promise, Jin into corrected exile, Ten into unknown military value, and Z-69 into an extreme risk whose refusal made him harder to own than any uncontrolled weapon.
Rook remained straight beneath the first screen, posture controlled not by calm but by long practice at surviving the moment after an official hand touched his arm, when anger had to become stillness quickly enough to preserve housing, food, and the fragile civic status purchased by cooperation. His jaw was tight enough to ache, and the handler behind him kept two fingers near his elbow.
Mira Sol stood under public lighting that softened every scar except the ones in her expression, a woman already framed as reassurance before she had decided whether survival was something she wanted displayed, edited, and repeated to citizens who would never see the handler standing just outside the camera angle. Her smile remained fixed. Her eyes did not.

"Training Hall was more honest." Ten looked at him.

"Public reassurance requires survivor participation." Lucien raised one hand. The channel went silent. He looked at Mira.
"No. You did not agree." The room shifted. Mira stopped smiling. The room noticed.
"Public Narrative may request. It may not compel without civic authorization." He faced the dark glass.
"Do not make me explain civic law to its own department." Mira studied him as though deciding whether he had protected her or reminded everyone who controlled the key. Both readings were true. "Do I have to continue?" The researcher answered before Lucien could.
"Participation will improve civic standing." Lucien turned his head. Slowly.
"That was not the question." The researcher's smile disappeared.
"Refusal may affect classification."
"Yes," Lucien said.
"And coercive misrepresentation may affect yours." Seraphine added a medical ethics flag to Kade's file. The researcher went pale. Kade did not. He watched the caps. Kade did not look rescued. "I climbed the Tower to return, and Floor Nine still speaks as if standing here were a gift." Lucien met his eyes.
"Floor Nine did not grant the return." That stopped Jin for one beat. Lucien continued.
"The Tower did." No one liked the sentence. Especially because it might be true. The fifth screen brightened. "Transfer requested following abnormal response in Training Hall 8-A." Helena answered immediately.

"Military hold lacks adequate specialization."
"Denied."
"Level Four has issued parallel interest." The room changed through the spine. Ten looked at Z-69. Z-69 met his eyes.
"You are still here." Ten breathed once. Lucien addressed the privacy glass.
"Parallel interest is not transfer authority." The filtered voice replied, "Escalation review is requested." Seraphine placed the gold medical warning beneath Ten's file. FORCED PRIME FLUX ESCALATION: NOT RECOMMENDED She expanded the objection.
"Any forced escalation now requires written assumption of neurological liability by the requesting authority." Research Affairs went silent. Not defeated. Obstructed. "Then every objection becomes another document they must bury." Z-69 looked across the six positions. Rook, kept lawful by a hand near his elbow. Mira, asked to convert survival into reassurance. "You fear the Tower," Z-69 said. Everyone looked at him.

"It may stop nothing."
"No," Seraphine said.
"But it will leave a scar in the file." Z-69 faced the exit. The doors opened before the guards touched them. The mask behind his face remained quiet. Too quiet. Jin looked at him.
"That sounded like a threat." Z-69 stepped into the corridor.
"No." He looked back at the room full of subjects.
