The ferry station medic had cleared Veyra for ordinary walking but maintained the prohibition on battle and sustained elemental output. Veyra wore the restriction badly. Her shoulder remained stiff. Her golden pathways dimmed beneath the rain. Every time an Iron Talon team checked equipment, she shifted as if preparing to join.
"Observation only," Rine reminded her. One irritated bark.
"I also dislike it." Her expression suggested that his suffering improved nothing. The Kestrel Crown occupied the far side of the pier. It was a narrow coastal cargo ship with a white wheelhouse, rust-red hull, and three loading cranes folded over the deck. Harbor records claimed the vessel remained docked for engine repair. No mechanics appeared on the pier. No crew answered the summons transmitted by patrol. Identify reached only the nearest portions.

"You should hear the tourism speech." Harbor safety officers brought two additional Pokémon: a Blastoise equipped for firefighting and a Poliwhirl wearing a yellow rescue harness. Rine used Identify. Poliwhirl — Female Ability: Damp Assignment: explosive-move suppression / water rescue Damp prevented Pokémon nearby from completing Self-Destruct and Explosion. Vermilion had placed the ability inside emergency planning rather than waiting for a Voltorb to remind the city why it mattered.
Rine appreciated competent paranoia. Mara divided the search. Iron Talon entered through the main gangway. Harbor officers secured the engine room. Lyra and Kadabra covered the bridge. Surge controlled power. Rine's role remained evidence identification and facility-pattern recognition. No front line. He accepted the assignment without pretending to enjoy it. The first cargo deck held exactly what the manifest promised. Machine housings occupied reinforced racks.
Preserved Berries rested inside refrigerated containers. Rolls of insulation bore legitimate hospital seals. Team Rocket hid crimes behind real commerce because customs officers learned to stop searching after finding the expected cargo. Morrow disappeared into the floor.
"Five percent," Rine called. A violet hand emerged and made a rude gesture.
"The condition remains." The hand became a complete circle. Veyra followed scent along the deck. Disinfectant covered most surfaces, but seawater and oil had preserved traces inside the drainage grooves. She stopped beside a container labeled CERAMIC TURBINE LINERS. The official dimensions showed a depth of four meters. Identify measured nearly five.
"False wall." Mara photographed the seal before cutting it. Behind stacked ceramic panels waited a narrow compartment with twelve folding bunks. Empty restraints hung beneath six. The walls carried scratches at child height. A broken green crayon lay near the ventilation grate. Someone had drawn a Pidgeot flying above an island, then crossed out the sun. Rine stepped inside. "Iron Talon to engine room," Mara ordered.
"Evidence team withdraw." Smoke entered the cargo corridor. Morrow emerged through the wall. His illusion showed two figures in grey harbor suits. A Weezing floated ahead of them, twin bodies coughing black vapor. An Electrode rolled behind wearing a metal control band. One operative carried an incendiary pack. The other held a remote trigger. They were not trying to escape. They were burning the route.
"Veyra, ball," Rine said. She refused.
"You cannot fight." Smoke thickened. One bark. Understood. She moved beside the false compartment instead, placing her body between the evidence and the corridor. Protection without attack. Rine accepted it.
"Morrow, Smog won't help. Track the humans." The Ghost flattened into the ceiling. Weezing entered first.
"Sludge!" Purple waste struck the deck. Kadabra raised Light Screen. The Sludge splashed against the special barrier and spread across the walls. Poison hissed through paint.
"Vent left," Lyra said. Mara's team opened an exterior exhaust hatch. Blastoise sent a narrow Water Gun through the upper smoke, driving it away from the hidden compartment without flooding the deck. Weezing prepared another attack.
"Disable," Rine called. Morrow dropped behind it. His eyes flashed. The pattern of Sludge broke before Weezing released. The Poison Pokémon coughed, confused by the missing technique.
"Psybeam," Lyra said. Kadabra's attack struck between Weezing's two heads. Psychic energy hit Poison typing super effectively. Weezing crashed against the bulkhead, conscious but stunned. The operative with the remote pressed his thumb down. Electrode's body brightened.
"Self-Destruct!" The move attempted to form. Poliwhirl's Damp field smothered the volatile energy before it crossed Electrode's shell. The control band shocked the Pokémon in response. Electrode screamed. Surge entered the corridor with Raichu.
"Thunder Punch. Collar only." Raichu moved as a yellow blur. Its fist struck the metal band with controlled current. The electronics overloaded without discharging through Electrode's core. The band fell open. Electrode rolled backward, trembling. Surge placed himself between the Pokémon and its Trainer.
"Easy," he said.
"Nobody's making you explode." The operative reached for the incendiary pack. Rine saw the movement through aura. The fastest solution appeared immediately: knife beneath the arm, upward into the chest. Familiar. Available. Not required. Rine crossed the distance and drove his shoulder into the man's ribs. They struck the deck. The incendiary pack slid beneath a rack. The operative punched his injured shoulder. Pain flashed through Rine. Dark energy gathered around his fist. He released it.
One strike to the throat would end the struggle. Instead, Rine trapped the man's wrist, rolled him onto his stomach, and held him until Mara locked restraints around both arms. The second operative ran. Morrow's red eyes opened at the corridor exit. Mean Look stopped him long enough for an Iron Talon net to close. No one died. Electrode remained near the bulkhead. Its former handler shouted from inside the restraint net.
"Return!" The Poké Ball at his belt activated. Red light reached across the corridor. Electrode rolled aside. The recall beam struck empty steel. The handler tried again. Surge stepped between them and closed one gloved hand around the ball.
"Registration is contested," he said.
"That's my Pokémon." Electrode's control band lay open on the floor. Burn marks circled the shell where repeated shocks had entered. Surge looked at the man.
"Make that argument to the welfare magistrate." Raichu approached Electrode with both paws visible. The sphere Pokémon rocked backward, ready to roll, but did not charge an attack. Surge crouched.
"Medical pen or open deck?" he asked. Electrode looked toward the rain beyond the cargo hatch, then toward the yellow-marked safety carrier. It rolled to the carrier. The harbor officer opened both gates and waited. Electrode entered without a ball. Raichu closed the outer gate with its tail. Weezing remained unconscious beneath Kadabra's psychic hold. Identify showed stimulant residue and inflammation around both gas cores, but no control device.
Whether fear, loyalty, dependency, or conditioning tied it to the operative would require evaluation outside a burning ship. There was no universal explanation for why a Pokémon obeyed a cruel Trainer. That was why refusal had to remain possible. The satisfaction Rine expected did not arrive. Neither did regret. He had selected the force the moment required. That was all. Perhaps healing sometimes looked offensively undramatic. The incendiary pack had already armed. Blastoise flooded it before ignition.
Water ruined three boxes of legitimate machine parts and none of the hidden records. Inside the engine office, Mara found the ledger. It existed as a physical book because Rocket cells expected League investigators to prioritize electronic systems. Dates, port codes, fuel purchases, and false charity transfers filled the pages. Six children left the Kestrel Crown ten days earlier. The next carrier was listed only as COLD CURRENT.
Three possible destinations appeared beneath the code: Fuchsia South Freight Seafoam Receiving Station Cinnabar Thermal Annex No single route had confirmation. Cassian's signature appeared at the bottom. Under it, he had written a note by hand. Frostfang follows people, not cargo. Keep him looking at the cages we have already emptied. He wanted Rine to run toward three destinations at once until exhaustion made him predictable again. Mara closed the ledger.
"We investigate all three."
"That takes time."
"Yes."
"The children may not have it."
"Also yes." No comforting answer. Only multiple teams, warrants, harbor intelligence, and work performed by people other than Rine. He looked at the empty bunks.
"What do you need from me?"
"Identify the physical evidence after cataloguing. Speak with the rescued children only if their advocates request it. Do not board a ship tonight."
"Specific."
"Experience." They left the Kestrel Crown after midnight. The rain had stopped. Veyra reached the seawall and saw the open ocean for the first time. She approached carefully. Water broke against black stone below, carrying salt and reflected harbor light. Her experience with Water Gun in Cerulean had taught her that water could hurt without becoming an enemy. A small wave crossed the lower walkway and covered her paws. She jumped backward. Morrow created an enormous illusionary Gyarados rising from the harbor.
Veyra chased him the length of the pier. Rine laughed before remembering he was tired. Lyra stood beside him. Their shoulders touched.
"You chose differently in the corridor," she said.
"The situation was different."
"Exactly." She did not turn the choice into redemption. That made it matter. Rine's token chimed. Iona had sent a message. Milo asked me to stay until he fell asleep. He still calls me Sable. I stayed. Rine answered: Good. Surge approached with Raichu riding one shoulder. The Electric Pokémon watched Veyra pursue Morrow between puddles.
"Her recovery reports," Surge said.
"Bring them to my Gym tomorrow."
"She is not challenging you."
"Didn't say she was."
"Then what are you offering?"
"A grounding program designed for living Electric-types instead of improvised batteries." The description struck too close to the Static-Link device and Rocket generator. Surge continued before Rine refused.
"Medical supervision. Consent review. No battle requirement. You observe every session." Veyra stopped chasing Morrow. Her ears turned toward them.
"Her decision," Rine said.
"Wouldn't have offered otherwise." Veyra approached Raichu. The two Pokémon touched noses. A tiny spark passed between them, weak enough to illuminate rainwater without making either flinch. Veyra looked at Rine. One bark. Yes. The missing children's trail divided toward Fuchsia, Seafoam, and Cinnabar. Cassian remained free. Gideon remained beyond even him. Lyra had not forgiven every lie. Milo had been rescued into a life that would require rebuilding one five-minute visit at a time. None of it was finished.
Rine looked from the harbor ledger to Vermilion Gym's lightning-shaped tower. For now, they would stay. Not because the road had ended. Because choosing where to stand was part of learning how to leave a cage.
