The Asset Locator's camera clicked. The sound was small. Clean. Almost polite. A yellow square appeared around the mobile water pump cart. Object located: portable pump assembly Condition: operable Towability: moderate Encumbrance: pending verification The cart jerked two inches toward the road. Gloria grabbed the handle and planted both boots.
"Absolutely not." The Asset Locator lowered the camera and smiled at her. He had the kind of smile that apologized before doing exactly what it wanted.
"Ma'am, I am only documenting."
"Document this." Gloria made a gesture that Murray chose not to describe for the record. Murray hurried forward with a clipboard.
"That pump is dependency locked to active water distribution and medical support services."
"Great," the Locator said.
"Then it will be easy to locate." He took another picture. A yellow square flashed over Unit Seven. Object located: municipal refuse truck Condition: contested Towability: high if operator separated Encumbrance: emotional / disputed / dog Pickles barked so hard the word dog turned blue. The Locator tilted his head.
"That is unusual."
"He gets that a lot," Mateo said. The camera clicked again, this time at Mateo. Operator located: Mateo Reyes Condition: fatigued Separation method: pending Rosa stepped between Mateo and the lens so quickly the yellow square broke around her shoulders.
"Try locating me," she said. The Locator did not lift the camera.
"Supervisory personnel are rarely worth towing." Rosa smiled without warmth.
"That is the nicest insult I have heard today."
"Do not let him photograph anything alone," Maribel said from the steps. Rosa looked back.
"Advice?"
"Observation."
"Observation with timing." Maribel took a sip of coffee.
"Professionally, yes." The Asset Locator moved along the edge of the square, camera rising and falling. Every click placed a thin yellow box over something Juniper needed. Generator cart. Bus tire rack. Cold box. Portable radio. Food court propane tank. Library printer. A stack of folding chairs. The yellow boxes did not move the objects far, but they made them feel loose, as if reality had decided each thing might be more comfortable on the back of a tow truck. Mateo felt the Towproofing Plan strain.
Sort the Pile opened. Murray turned pale.
"That is not a recognized doctrine."
"Neither is legal chewing."
"Legal chewing made me tired."
"This town makes everyone tired." Stolen novel; please report. Rosa moved first.
"Call links out loud. If he points that camera at something, name who needs it." The Asset Locator laughed softly.
"That will not change title."
"Good," Rosa said.
"We are not changing title. We are making you locate consequences." He lifted the camera toward the library printer sitting on a rolling cart outside City Hall. Horace raised his voice.
"Printer supports appeal packets, medication instructions, shelter rosters, route signs, and missing-person notices." Mateo stamped a catalog tag and slapped it onto the printer. RECEIVED. Blue lines shot from the printer to City Hall, the clinic, the gym, and three blocks of taped route signs. The yellow towability square shrank until it fit under the printer's wheels like an embarrassed rug. The Locator stopped smiling. He pointed the camera at the propane tank.
Valerie shouted, "Food service, water boiling, diabetic meal prep, infant formula heating, and coffee morale."
"Morale again?" Murray whispered. Mrs. Vance said, "Write it down." Mateo stamped another tag. The propane tank lit blue. The yellow square snapped smaller. The Locator clicked faster. Generator cart. Repair board. Folding chairs. Bus tires. Cold boxes. The crew answered in a rough chorus. Some answers were clean. Some were messy.
One runner panicked and yelled, "That chair is for democracy," which should not have worked, but the chair immediately linked to Emergency Quorum Assembly and everyone decided not to question it. For five minutes, Juniper became a shouting inventory of reasons. The shouting worked because it was imperfect. Nobody sounded rehearsed. People contradicted each other, corrected routes, remembered missing pieces, yelled for Horace to check a card, asked Dr.
Patel whether something counted as medical, asked Gloria whether a thing could move, asked Maya who had slept where. Every messy answer made the Chain of Use brighter because the town was not reciting a legal defense. It was finding itself in public. The Locator hated public. Mateo could tell by the way his smile thinned whenever more than one person answered. The camera wanted objects alone in frame. It wanted a pump without thirst, a printer without forms, a chair without the meeting it held up.
Juniper kept stepping into the shot. Click.
"That radio coordinates bus detours." Click.
"Those cones keep the clinic line from blocking the food lane." Click.
"That tarp is the roof over the intake desk when it rains sideways." Every time, Mateo stamped a tag. Every time, the yellow square shrank. Then the Locator found the gap. Behind the garage sat a rusted mini-loader with one missing door and a bucket attachment full of rainwater. It had not moved since before the Tutorial. Gloria had meant to fix it twice. Then the water tower happened, and the clinic, and Brineyard, and every urgent thing had shoved the loader deeper into later. The camera clicked.
Object located: compact loader Condition: inoperable Towability: high Encumbrance: none detected Yellow hooks appeared around the loader's frame. Gloria swore. The Locator smiled again.
"There we go." Mateo looked for a link and found none bright enough. The loader was useful in theory. In theory did not stop a tow hook. It could clear debris, lift barriers, move rubble, maybe help fortify the road if someone replaced the cracked hydraulic line and found a starter that had not died of neglect. The yellow hooks tightened.
"Can we let it go?" Darren asked quietly. No one answered. That was the trap in miniature. Not the clinic, not the library, not Unit Seven. A broken machine behind the garage. Something obviously less important than everything else. Let them mark it, because fighting over it cost Focus, time, and credibility. Gloria's face told Mateo the loader had a name. He did not ask. He could not afford the sentiment yet. But the garage knew.
"Little Judge," one mechanic whispered. The name made no sense until Mateo noticed the faded sticker on the loader's bucket: a cartoon scale, half peeled away, probably from some old safety campaign about balancing loads. Gloria pretended not to hear it. Her hands moved faster in the open panel. Instead he asked, "What would it do if fixed?"
"Clear rubble," Gloria said immediately.
"Lift road plates. Move concrete blocks. Push dead cars without risking Unit Seven's frame. Bucket can carry sand. Forks are in the shed if nobody stole them." Niko said, "We need road plates for the east approach." Lenora looked at the map.
"And concrete blocks for a detour maze." Rosa nodded once.
"Then it is not inactive. It is assigned pending repair." Murray winced.
"That is thin."
"Make it thick." Mateo ran to the loader. The Asset Locator stepped forward, but Pickles put himself in the man's path and became a dog-shaped jurisdictional question. Gloria tore open the loader's side panel.
"Hydraulic line, starter, battery, fuel if the tank is not soup." Darren cracked his knuckles.
"I can be a terrible battery."
"You are many things," Gloria said.
"Today, yes." Mateo stamped the loader's bucket. RECEIVED. Nothing happened. The yellow hooks pulled harder. He stamped the repair board. RECEIVED. Gloria slapped a work order onto the loader so hard the paper tore at one corner.
"Assigned to east approach fortification. Priority: rude." Darren sent a controlled burst of lightning into the starter. The loader coughed. Once. Twice. Then the engine caught with a sound like a drawer full of bolts learning religion. Blue light surged through the work order. Chain of Use established: compact loader / east approach fortification / road plate movement Towability reduced: pending active assignment The yellow hooks snapped. The Asset Locator lowered his camera. For the first time, he looked annoyed.
"You cannot make every object essential." Mateo leaned on the loader's bucket, breathing hard.
"No," he said.
"But we can make you check." The Locator's visitor badge flickered. Advance marking attempt failed. Recovery convoy updated: resistance expected. New threat: route severance authorized. The county road beyond him split with yellow light. Not toward City Hall. Around it. Lenora's map screamed in blue ink.
"They are not coming for the assets first," she said. Rosa was already moving.
"Then what?" Mateo watched the yellow line cut toward the back roads, the alleys, the bus detours, the little routes that made the No Scrap List true.
"They are coming for the connections."
