Rosa said, "I coordinate the answer. I do not become it." Every sentence went into the ledger. Every role got a blue tick mark. The circle began to glow at the edges, faint at first, then steady. Varrow tried questions after that, but only the kind that wanted one answer to swallow five.
"Where are displaced residents housed?" Mrs. Alvarez answered.
"Shelter locations are recorded by family contact list and privacy status. You may submit a specific welfare inquiry at the notice table."
"Where are medical supplies stored?" Lenora answered.
"Clinic supply movement is recorded by cooler route and custody tag. You may submit an inventory safety question, not a seizure map."
"Who controls vehicle movement?" Althea said, "For buses, me. For Unit Seven, Darren. For the road work zone, the hazard crew. For the convoy, apparently nobody with enough sense." Horace paused with his pen.
"Record the first three parts," Murray said. Darren looked wounded.
"The fourth had value."
"Emotional value." Varrow's tablet dimmed a little with each role-specific answer. He could not collect them into one signature box without losing pieces. That was the point. Juniper did not become more chaotic when it answered by function. It became harder to steal. Question ledger active. Role-specific answers resist consolidation. Varrow tried silence next. He stood with his case closed and let the pause stretch until people began to feel responsible for filling it.
That was another kind of question, Mateo realized. An empty space shaped like pressure. Rosa did not fill it. Mrs. Alvarez did not fill it. Althea checked her watch.

"It did not end," Varrow said.
"Then ask the questions." He did not. Horace wrote that down too. By then, the answer circle was not glowing like a barrier. It glowed like a table with every chair labeled. Mateo liked that better. A barrier dared people to hit it. A labeled table dared them to be specific.
